Important to the success of the assessment are both maintaining an up-to-date listing of schools from which to obtain a sample of schools for the assessment and securing the participation of selected schools. NAEP staff pay close attention to detail and expend a large amount of effort on both tasks.

In 2000, NAEP staff roles and responsibilities surrounding the sample of schools differed for the two components of NAEP—national main and state. Procedures for gaining cooperation also differed for the two. Therefore, the two components are discussed on separate pages. In 2001, NAEP conducted only a national main assessment.
