How NAEP Is Administered
Under the 2001 "No Child Left Behind" legislation, the National Center for Education Statistics (NCES) assigned assessment activities under the National Assessment for Educational Progress (NAEP) to its data collection contractor, so that the burden on schools is greatly reduced.
Westat, the current data collection contractor, has a national network of educators trained to collect assessment data in a uniform manner. This staff is responsible for all assessment activities. The school is asked to designate an in-school staff member as the school coordinator, to coordinate activities with the NAEP representative. The responsibilities of each are described below:
Responsibilities of the NAEP representative include the following:
- work with schools to set an assessment date;
- draw a random sample of students to be assessed;
- provide schools with information about notifying parents;
- prepare School, Teacher, SD and LEP Questionnaires for distribution;
- send preassessment packets to school coordinator;
- provide all materials, including pencils, for the assessment session;
- conduct the assessment;
- send materials to the scoring facility; and
- provide the MySchool website to facilitate communications with schools, and make available the NAEP Help Desk at 1-800-283-NAEP to respond to schools' questions.
Responsibilities of the school coordinator include the following:
- assist in scheduling the assessment date;
- upon request, provide a list of all eligible students;
- inform parents about the assessment;
- receive preassessment packet and do final preparations for the assessment;
- distribute questionnaires to appropriate school staff and collect completed questionnaires;
- inform teachers and students about the assessment; and
- provide space for the assessment.
